The Administrative, Financial and Management Division (AFMD) provide support services in terms of human and financial resources management, assets and properties; efficient procurement, storage and distribution of supplies. It shall strictly adhere to sound accounting and auditing practices and be guided by circulars and other issuances of the Department of Budget and Management, Commission on Audit and the Civil Service Commission.

Accounting Section

Functions

  • Prepares financial reports and statements;
  • Reviews and Controls all Disbursements;
  • Handles all records pertaining to the collection of income and disbursement of funds such as the journal of collection and deposits, journal of checks issued and other special books of accounts;
  • Implements accounting and auditing rules and regulation in the disbursement of funds and procurement of equipment;
  • Certifies to the availability of funds;
  • Provides the Director and Assistant Director with monthly status of funds; and
  • Perform other functions the Director may assign.

Budget and Cash Section

Functions

  • Prepares annual, supplemental and special, budgets of the bureau;
  • Develops and improves budgetary methods and procedures;
  • Provides funds estimates in support of the operations, plans, and programs of bureau.
  • Assists management in the presentation of agency/bureau budgetary estimates Before the DBM;
  • Prepares work and financial plans;
  • Allocates, in coordination with the planning services, available funds to  programs and projects on the basis of approved guidelines and priorities;
  • Issues allotment advice to support the fund requirement for the conduct of the operations under each program;
  • Prepares financial reports for management guidance and as requested by higher authorities;
  • Gives advice on financial matters to the Director/Head of the bureau; and
  • Performs other functions the Director may assign.

General Services and Property Section

Functions

General Services Section

  • Prepares financial reports and statements;

Property Section

  • Takes charge of the procurement and acquisition and management of equipment and other properties;
  • Handles/maintains all records of equipment and all supplies and materials procured, acquired and issued/disposed;
  • Conducts periodic physical inventory;
  • Assumes accountability of all equipment, supplies and materials and other Properties;
  • Oversees the proper use and maintenance of office equipment and property; and
  • Performs other functions the director may assign.

Human Resource Development and Records Section

Functions

  • Identifies training needs (TNA);
  • Implement/coordinates training activities of technical and support personnel.
  • Provides up to date resource materials/Information, Particularly those useful for career direction and development database;
  • Establish and, maintain human resource development database containing skills inventory and list of competencies for all positions, inventory of currents levels of skills of all personnel and such other information which are necessary to achieve the document of human resources;
  • Provides career counseling;
  • Handles all information related to vacancies and employees movement Re: promotions, appointments, transfer, etc.
  • Establishes a system of selection-qualification notices, interviews, test and ensures proper placement of qualified applicant of the right person for the right job and notifies applicants about the results and maintains list hereof;
  • Prepares all necessary documents/papers for signature of proper delegated authorities;
  • Maintains/prepares and updated personnel reports such as ROPA, Manpower Profile and Key Officials;
  • Keeps and Maintains personnel jacket and other official records of the Bureau.
  • Provides messengerial services;
  • Receives and Dispatches correspondence;
  • Keeps and maintains filing systems and controls; and
  • Performs other functions the director may assign.

Management and Audit Section

Functions

  • Provides assistance to the head of division in the formulation of an efficient and effective administrative and financial policies and guidelines covering personnel, office, financial and property management of the Bureau.
  • Assists in the periodic planning and evaluation of existing administrative policies and procedures to determine the areas of improvements and recommend appropriate actions and subsequently develop new policies and procedures on general administrative matters for submission to and approval of the Director.
  • Acts as Internal Auditor of the Bureau and as Focal to DENR Internal Audit Services.
  • Mandated to lead in setting up of the most current and updated service standards in relation to the implementation of Republic Act 11032 Otherwise known as the Ease of Doing Business; develop and foster client feedback mechanism and client satisfaction and measurement; streamlining and process improvement of the critical services of the Bureau; and monitors and periodically review the citizen’s charter of the Bureau for submission to ARTA
  • Leads in the implementation of the quality management system of different services/processes of the division for continual improvement.

Procurement Unit

Functions

  • The Procurement Unit under the AFMD was created to strengthen and expedite the procurement function of the bureau.
  • The Procurement Unit is responsible for acquisition of goods, works and services for ERDB. This function is carried out in strict adherence to the Republic Act 9184 otherwise known as the Government Procurement Reform Act, for the purpose of prescribing the necessary rules and regulations for the modernization, standardization, and regulation of the procurement activities of the Government of the Philippines (GOP).
  • They provide the administrative support to the BAC, organize and make all necessary arrangements for BAC meetings, prepare minutes of meetings and resolutions of the BAC, take custody of procurement documents and other records, manage the sale and distribution of Bidding Documents to interested bidders, assist in managing the procurement process, monitor procurement activities and milestones for proper reporting to relevant agencies when required, consolidate PPMPs from various units of the Procuring Entity to make them available for review as indicated in Section 7 of the IRR of R.A. 9184, and act as the central channel of communications for the BAC with end-user or implementing units.
