The research and development and extension (RDE) framework spells out the general direction for the formulation of the various programs/projects relevant to the sustainable management of Philippine ecosystems and natural resources. It identifies the priority areas or gaps requiring immediate and preferential attention including the dissemination of research results and the transfer of technologies to end users through extension strategies using the media and interpersonal communication. It shall guide the research sector of the Department of Environment and Natural Resources (DENR) in formulating activities that are problem-oriented and clientele-centered and ultimately contribute to the national as well as regional development goals.
The RDE framework was formulated through a series of regional consultations with various sector representatives during several national research management conferences held in the Ecosystems Research and Development Bureau (ERDB), Los Baños, Laguna, the latest of which was held early 2007.
The RDE framework focuses on priority issues of DENR sectors, namely: forest; protected areas and wildlife; coastal, marine and freshwater; urban areas; and mines and lands. It also deals on such themes as climate change, biosafety/biosecurity, water crisis, biotechnology, alternative and renewable sources of energy and sustainable tourism. The status, issues, and problems under each sector and theme are presented as part of the RDE framework together with the corresponding researchable areas and the priority programs to be developed in the medium term starting 2007 until 2010.
