In order to discuss issues and concerns confronting the bureau and other matters affecting its operation, the Ecosystems Research and Development Bureau (ERDB) held its 1st Management Conference for CY 2018 at the New Town Plaza Hotel in Baguio City on March 20-23, 2018. The conference also served as an opportune time for the Research sector to come up with measures and draw out solutions to sustain its relevance not only to DENR but to the other stakeholders and clients, as well.
Fifty (50) participants from the ERDB Main Office (MO) and Research Centers attended the 2-day conference composed of the ERDB Expanded Executive Committee (Director, Assistant Director, Division Chiefs/Officer-in-Charge, Center Heads and ERDBEA President), Planning Officers, key technical and administrative staff, and selected PMISU personnel as Secretariat. Special guests who attended the conference are the following: Assistant Secretary for Field Operations-Visayas and former director of the Bureau, Forester Marcial C. Amaro, Director Wilfredo J. Obien of DENR-Financial Management Service and Regional Director Ralph C. Pablo of DENR-CAR Regional Office.
On the first day of the conference, matters discussed were the updates on emerging issues confronting the Sector which include: (1) Carrying Capacity of Boracay by Dr. Alicia L. Lustica; (2) Rapid Assessment on the present condition of Puerto Princesa Underground River (PPUR) by Dr. Carmelita I. Villamor; (3) Sustainable Tourism in the Urbanizing Island of Busuanga by Dr. Simplicia A. Pasicolan; (4) Risk Assessment of Paulownia by Ms. Veronica O. Sinohin and; (5) Research and Development Program to Stabilize Contaminated Pit Lake and Abandoned Mining Area through Rehabilitation Strategies in Puerto Princesa City, Palawan by Ms. Araceli B. Dela Cruz.
On emerging issues, ASEC Amaro highlighted the pro-active role of the Sector in providing the needed and correct information as regards these matters and further stressed that divisions and the research centers should work hand in hand in coming up with accurate information which would be used as basis of the Top Management of DENR in answering/addressing pressing issues affecting the public.
Director Obien shared updates with regard to the 2018 and 2019 Budget Guidelines and to make the Bureaus’ presence felt even more. Mr. Jorge Cyril N. Viray from the Technology Transfer Division (TTD) presented the Social Media Development for ENR in line with the proposed creation of ERDB’s Official Facebook Page. OIC-AD Bighani M. Manipula and Mr. Juan B. Ebora capped the day’s session by presenting the proposed revisions on the operations and management of RDE Systems.
The second and last day was devoted to the reporting of updates on the Enhanced NGP and the issues and concerns being dealt with by the divisions and research centers. Foresters Gregorio E. Santos and Ma. Lourdes DC. Reyes updated the participants regarding Bamboo Plantation and Development Project (BPDP) and the National Greening Program Production of Quality Planting Materials (NGP-PQPM), respectively.
