The Ecosystems Research and Development Bureau (ERDB) spearheaded the 3rd ERDB Management Conference for CY 2015 on September 28 - 29, 2015 at the Waterfront Insular Hotel, Davao City. This activity was participated in by the six Research Center Directors together with their planning and technical staff, ERDB Acting Director Dr. Henry A. Adornado, OIC-Asst. Director Dr. Antonio M. Daño and his Executive Committee and senior technical staff, guests from the DENR Undersecretary for Planning, Policy and Foreign Assisted Project, Assistant Secretary for Field Operations, Director for Administration and Information System and Director for Finance Services, OIC-Planning, Monitoring and Evaluation Division, and Regional Director of DENR XI, and representatives from the Budget and Finance Services Unit.
This conference aimed to: (1) present and discuss updates on the status of targets and deliverables of Mangrove and Beach Forest Development Program (MBFDP), NGP-PQPM, ENR Technologies, DAO and other MOAs/MOUs of ERDB's Operation and Management and Administrative and Finance concerns; (2) discuss the outputs of the Research Centers' In-House Review; (3) discuss the Proposed Program Expenditure Classification (PREXC); (4) present and discuss the Integrated Roadmap on the RDE Framework for 2017-2022; and (5) present the Guidelines on Strategic Performance Management System (SPMS).
In the opening program, Regional Director Joselin Marcus E. Fragada of RXI delivered the welcome message of the host region. A message was also given by the Acting Director of ERDB, Dr. Henry A. Adornado. The messages of goodwill were delivered by ASEC Marcial C. Amaro, Jr., Asst. Secretary for Field Operation, Dir. Wilfredo J. Obien, Office of the Undersecretary for Administration and Information Systems and USEC Manuel Gerochi, Undersecretary for Planning, Policy and Foreign-Assisted Projects.
Also, Dir. Angelito V. Fontanilla of the Finance Services discussed the DENR Budget FY 2016 and DBM policies on financial management and other related concerns on planning and budgeting. He also discussed the DENR Proposed Program of Expenditure Classification in which the DENR is one the piloted department of the DBM for CY 2016 and for implementation in CY 2017.
At the end of the conference, the participants came up with the following : (1) outputs on the IHR and updated status in the implementation of the Action RDE programs and the budget utilization; (2) updated reports on the operation and management of NGP-PQPM and the MBFDP; (3) administrative and financial concerns on administrative and financial procedure, fund utilization for FY 2015 based on the WFP and NEP, Human Resource Development- Training Needs Analysis; (4) Integrated Roadmap on the RDE Framework for 2017-2022; (5) ERDB's Program Expenditure Classification; and (6) Guidelines on Strategic Performance Management System (SPMS).
The group agreed that the 4th ERDB Management Conference will be hosted by the Forest and Timber Resources Research Center (FTRRC) in Zamboanga City. Aurora S. Jose, PMISU
