The MDARRC core function is to plan, formulate, and implement RDE programs/ projects/ activities including generation and transfer of technologies related to rehabilitation and management of mining and degraded areas in accordance with the National RDE Agenda/ Framework.
It shall provide technical assistance to clientele on mining and degraded areas rehabilitation and other ENR technologies and perform other functions that may be assigned by higher authorities.

The RDE Action Program Conceptual Framework is anchored on three major factors; stakeholders, environment and technology represented in the diagram by the shape of a triangle. The three sides of the triangle is reflective of the three major factors and the coherence of these factors serve as a symbol of stability as depicted by the triangular shape.
This shows the dynamic interaction of these factors resulting to the attainment of the overall goal of the program which is stability of degraded and mined-out areas that will redound to the sustained use of the resources and socio-economic sustainability of the stakeholders.
These three major factors interplay: the environment covers the degraded areas including the protected areas, mined-out areas, mangrove areas, mine waste and water bodies, CBFM areas, Ancestral Domain Areas and Forest Lease Management Agreement (FLMA) areas where the stakeholders are dependent on its resources; generation and application of appropriate rehabilitation technologies will improve these areas. The adoption of technologies generated for specific area depends on the acceptability of particular stakeholders in that area. Thus, the adoption of the technologies generated depends on the suitability of that specific technology to the particular area.
The intervention on RDE is a critical factor in the success of implementation of a development project. In the conceptualization of research, the problem is identified as to the proper treatments to be tested to determine the best treatment solution to the problem. The research to be undertaken should be doable and constraints or problems that may be encountered should be manageable or else the costs and labor incurred may be brought to naught. The feedback mechanism is also very helpful to guide the researchers on the proper strategies and alternative action to take in case of unfavorable circumstances in the course of research implementation. In the diagnosis of a problem the factors are identified and studied thoroughly before corrective measures are undertaken. The stakeholders should be also involved in providing solution to the problem during implementation for the refinement or enhancement of technologies suitable to their needs. So that at the end of the research, the technology is already transferred to the stakeholders resulting to speedy adoption of technologies because the stakeholders can claim ownership of the technologies considering that they were already involved in the conduct of research and technology generation.
